This is causing tests to fail for me on 6x and master

The test introduced in SOLR-8522
{{ImplicitSnitchTest.testGetTags_with_wrong_ipv4_format_ip_returns_nothing}} is failing for me.

I suspect that https://github.com/apache/lucene-solr/blob/master/solr/core/src/java/org/apache/solr/cloud/rule/ImplicitSnitch.java#L130 should be returning null causing the failures.

I'll run the test at home to see if it has something to do with the corporate network I'm running on.
