[Issue 126457] Mac accent menu missing

I was able to reproduce this bug as described.

Steps to replicate:
Open or create a text document
Hold down a letter where an accent would usually appear (e.g. a, e, i, o, u) 
Multiple instances of the letter appear. (e.g. if you hold down a, then
aaaaaaaa appears)

Follow up tests that I ran:

Test 1 - to determine whether accented characters are accepted in OO Writer I
did the following (I wanted to determine whether OO accepts accented
characters):
Copy-paste accented characters into OO Writer
Type an accented character into OO Writer by using Alt

Test 2 - Test on similar programs where user expectations would be the same
I checked other similar programs to OO Writer to see what the behaviour is when
you hold down a letter (where an accent would usually appear). These include:
Notes, Google Docs, Microsoft Word. On all of these programs, the Mac Accent
menu appears as per ApplePressAndHoldEnabled and this article from Apple:

Test 3 - to determine behaviour of holding down other letters where an accent
is not expected to appear (e.g. q, z, w)
When I held down other letters on the keyboard, multiple instances of the
letter appeared. The behaviour was the same as that described in the bug.

Additional follow-up test ideas:
These would centre around other mac conventions or shortcuts that Mac Users are
used to having. For example: “Command” + “Z” to undo last action. I would run
these tests as I think it’s important for users to expect a level of
consistency across programs when they are using their laptop. I would hope to
find out how many (if any) of these conventions or shortcuts are not met on OO
Writer


Observations:
I strongly urge for this bug to be fixed as it directly goes against the
expectations of an Apple user who frequently uses the Mac Accent Menu,
especially if they have a physical keyboard that does not match the language
they usually type in. E.g. Physical English keyboard - but have to often write
in Spanish or German.

Also, the current behaviour could potentially cost the users more time when
using OO Writer and discourage them from using this program in the future.
