[jclouds] Support HKG region for Rackspace providers. (#174)

Just in terms of namespacing, we have Australia and Hong Kong parented under US class names.  Intentional?

Yes. The US is where the Rackspace global endpoint resides, which covers everything but London for business type reasons.
