DirectLink problem with German umlauts
A string that contains German umlauts cannot be transmitted by a
DirectLink component. The reason seams to be that
EngineServiceLink.constructURL() uses IEngine.getOutputEncoding() to
encode the parameter (EngineServiceLink line 182). When the request is
received by the ApplicationServlet the parameters are not decoded --
AbstractService.getParameter() doesn't use IEngine.getOutputEncoding().
