Windows Auth for dotnet SetupActions

Attached is the patch for the Windows Auth changes that we discussed. The diff came out a bit odd because Scott's previous patch didn't get applied to the repo yet. I manually applied the patch on my machine before making the change.

I created a method called GetConnectionString and then invoke that throughout the SetupActions. Tested it in SQL and Integrated mode and it worked.

Please let me know if I didn't submit the patch correctly.

So that will be in Scott;s patch. Cool. I'm setting up a new dev system so that I can easily take care of such things.

Scott's path changes were manually applied before I started.

Did you make the path changes setup->setup_utilities?
