Which issue tracker?

In https://issues.apache.org/jira/browse/INFRA-5087, Jim requested
Bugzilla. Tony asks if we wouldn't mind going with Jira instead.

IMO, I would have a slight preference for Jira.

hehe... I just thought of something... I'm guessing our issue tracker
load is going to be *very* minimal. Maybe we could push the envelope a
bit? Maybe try using Apache Bloodhound (incubating)? They have an
instance set up for their own use.

(ftw: Apache Bloodhound is effectively Trac + improvements/bundling)

Any interest?
