Steps to reproduce:

1. `plugman create --name hello-world --plugin_id com.example.cordova.helloworld --plugin_version 0.1.0`
2. `cd hello-world`
3. `cat plugin.xml`

<plugin id="com.example.cordova.helloworld" version="0.1.0" xmlns="http://apache.org/cordova/ns/plugins/1.0" xmlns:android="http://schemas.android.com/apk/res/android">
    <name>hello-world</name>
    <js-module name="hello-world" src="www/hello-world.js">
        <clobbers target="cordova.plugins.hello-world" />
    </js-module>
</plugin>
```
4. `plugman platform add --platform_name android`
5. `cat plugin.xml`
