Embedded/distribute borker with NFSV3 locks

I understand that when using MASTER, SLAVE scenario NFSV3 is not
recommended because of the way V3 works. But is this also the
recommendation when using simple broker of clusters with persistence?

A network of brokers if your persistence is not relying on filelocking,    Sure...
