I don't know if this is exactly related to:
https://issues.apache.org/jira/browse/TAP5-1311
but mentioned issue also is effected by "parent before child" policy.

If some field (@PageActivationContext or @ActivationRequestParameter) is suposed to be set prior to "activate" handler, then this should be enforced upon whole page hierarchy, not one page class at the time starting  with parent  to child.
