Ubuntu 20.04 will soon become the default runner for GA.

Would be good to test 20.04 and report back any issues but I would suggest we keep it as `ubuntu-latest` after the test

The PR needs to run all tests because it modifies core of Airflow! Please rebase it to latest master or ask committer to re-run it!

Yeah. Latest is fine I think. The only problem now is that we have those annoying warnings which might hide something important. So at least until migration I think we can merge it and switch back to latest when it finishes.
