[VOTE] Release Apache NiFi 2.8.0 (RC2)

I am pleased to be calling this vote for the source release of Apache
NiFi 2.8.0.

Please review the following guide for how to verify a release candidate build:

- I verified the source hash and signature.
- ran contrib-check
- verified the fix for https://issues.apache.org/jira/browse/NIFI-15364
with a flow that generates a flowfile and uses PutAzureBlobStorage_v12 2.8.0
- verified metrics endpoint and new metric: nifi_version_info
