Proposed patch.

- adds a defaultLockTimeout attribute to the Workspace element
- parses it into WorkspaceConfig
- uses it in NodeImpl.lock()

Q: 
- dunno about how we version the DTD
- do we need to maintain the previous 2 variants of the WorkspaceConfig constructor
