### What problem does this feature solve?
series coud linktohover on legend make it highlight
why don't provide event that can make more funtional and convenient
sometime we want legend work himself
### What does the proposed API look like?
```
// click mouseover mouseout ... etc
this.chart.on('mouseover', 'legend', context => {
this.chart.dispatchAction({
type: 'highlight',
seriesIndex: context.seriesIndex,
dataIndex: context.dataIndex
})
this.chart.setOption({
series: [{
emphasis: {
scale: 1.6,
focus: 'none'
}
}]
})
})
```
