installation problem

Hello to all cocoon users.
I am trying to install Cocoon on my machine.
The system is NT4.0 SP5
jdk 1.3 , Jsdk2.0, Jserv 1.1.2.
After doing what the installation document say and after I  tryed
to go to the URL http://localhost/Cocoon.xml
but I got the following error:

The servlet initialization argument "properties" was not found. Please, 
make sure Cocoon is able to find its configurations or it won't be able to 
execute correctly.

A template for such configurations may be found in the file 
"/conf/cocoon.properties" in the distribution.

Have you done the following and forgotten to change [path-to-cocoon] to the absolote path you have Cocoon?
