border-top-style

Can I ask a very simple question. I am using the fop to pdf converter and
trying to draw borders around cells in tables. I am using code like:-

<fo:table-cell border-top-style="solid" border-top-width="1pt"
border-top-color="black">

however, these borders are not rendered in the pdf. I can, however, get
complete borders to render

<fo:table-cell border-style="solid" border-width="1pt" border-color="black">

Any advice would be much appreciated.
