new release id 11.0.0.0 added to JIRA

I have added a new release id, 11.0.0.0. This is meant to collect issues 
which  require us to bump the leading digit of the release id. Those 
would be issues which change Derby behavior in a way which is 
incompatible with the behavior of the 10.n.n.n lineage and which may 
require changes to existing applications.
