Initializing Plugins in RC2

I moved to use rc2 of maven. I noticed that maven as a first step is
initializing plugins, I thougth that was a one step process, but I noticed
that this process happens every time ... resulting more time consuming with
respect to rc1, is there a way to reduce that time ?

A second question I noticed that the plugin initialization process is
making use of the MAVEN_REPO_LOCAL that corrisponds to the location of the
local repository, is there a way to make that independent ?
