It should be possible and elegant to support load balancing and failover for sending

WSDL based and address based endpoints should be supported

The <endpoint> tag should thus refer to a 'logical endpoint'

For WSDL endpoints, Synapse should be able to determine address, policy, RM, Sec etc from WSDL
