pluggable provider and MIME support for message handlers?

Has this been done? Sometime ago I recall discussion about this 
concluding that the pluggable providers are only ok for RPC handlers.

Also, same question for MIME stuff- can message handlers receive
MIME stuff?

(I'm not saying that we definitely need these for 2.1- just asking
for the status .. first anyway :-).)
