   Changes:
   
   As in https://github.com/apache/apisix-dashboard/pull/1446 , the content defined in `./api/VERSION` will be always set to the latest release version, which previously equals to current branch/tag. So at the start of the release window for a new release, there is no need to change `./api/VERSION`. This PR is going to remove the exact step from release chart. Please see the screenshots below.
