I've implemented the interpolation in revision 1220684 - so a installed or deployed partial bundle list does not contain variables anymore.
I think for most use cases this is fine as you don't want to force downstream users to redefine the set of properties used to define the partial bundle list.

However, if there are use cases for a replacement of the properties in the final bundle list, we need to make this configurable
