Gavin closed INFRA-7980.

    Resolution: Not a Problem

So Samza looks like an Incubating project, so two things.

1. Incubating dev/releases go under the /incubator/$project directory.
2. The IPMC and/or project mentors can create this directory for you.

The above url you suggest is where you'd be once graduated.
