Not needed anymore!

Gone far beyond this - decoder is now fully functional but works with a little bit of snickers and a little bit of snacc.  The hybrid works well for now using some extra resources but its non-blocking charater saves on thread usage.  Basically it's better than using snacc alone but not all there yet.

Description:
Step III:

Make mock decoder return a preconfigured response 'busy' ldap result for any request.  For now it should just be a bindresponse because no other ops should occur.  

Eventually as snickers comes along we might be able to respond by actually detecting the message type and id.



Step IV:
Setup decoder to read content in one shot using the existing
snacc decoder to generate a Message.
