[jira] [Created] (SLING-2173) Bundle Update: StartLevel service should be asked for bundle persistent state

Bundle Update: StartLevel service should be asked for bundle persistent state
-----------------------------------------------------------------------------

                 Key: SLING-2173
                 URL: https://issues.apache.org/jira/browse/SLING-2173
             Project: Sling
          Issue Type: Improvement
          Components: Installer
    Affects Versions: Installer Core 3.2.0
            Reporter: Carsten Ziegeler
            Assignee: Carsten Ziegeler
             Fix For: Installer Core 3.2.2

When a bundle is updated, the start level should be asked for the bundle persistent state instead of using the current state.
This avoids problems when for example, the update bundle has a lower start level and the update happens before the existing bundle is started.
