Configurations blob attached to a service is not availaible on web-ui for reconfigurations. As a part of this task all such configurations subscribed to a service and component resource in kerbros descruiptor will be exposed on web-ui.

Testing
-------
tested manually on a cluster.
Verified that all configs subscribed in kerberos descriptor for installed services are exposed on configure identities page.
Also verified that reconfiguration of such configs happens successfully (successfully reconfigured hadoop.security.auth_to_local=_AUTH_TO_LOCAL_RULES and dfs.datanode.http.address=0.0.0.0:1022 propeties to customized values)
**ambari-web unit test result with patch:**
5225 tests complete (9 seconds)
61 tests pending
