No, I don't want to create a separate project. I'd like to move PDFDebugger into its own jar so that we can say "the debugger jar is not stable", rather than including it with what are currently stable public APIs in the tools jar. Also, then anyone shipping the tools jar isn't shipping the debugger too - because the debugger is getting quite large now.
