Yep, I saw this also happen only in the the admin application in tomcat-4.1.12
after adding the latest Xerces-2.2.0 to Tomcat's endorsed directory.
It sure would help if it told you what file it was working on when the
exception happened. I checked the web.xml and the struts xml config file and I
couldn't find any instance of a "--" illegally inside <!-- -->. Weird.
