## Summary
**Track:** Track 1 / Control Plane reliability
Consolidates and supersedes #770, #776, #791, #803, #805, #871, and #936.
- Load BrokerCluster topology only from the cluster service and retain empty tables after failures.
- Gate demo seed data and disable production mock mode.
- Stop fabricating Proxy runtime metrics when no provider response exists.
## Verification
- `mvn -Dtest=ClusterRepositoryImplTest,InMemoryInstanceRepositoryTest test` (5 passed)
- `npm test -- --run src/pages/studio/__tests__/BrokerCluster.test.tsx src/pages/studio/__tests__/Proxy.test.tsx` (13 passed)
- `npm run lint -- ...` (0 errors; existing Fast Refresh warnings)
- `git diff --check origin/rocketmq-studio...HEAD`
