Please keep your comments focused in the respective Jira. It's much more easy for future references and by and large use.
Can somebody using another IDE confirms Francis's explanation?
It would be great to then put this in tools...

Yes, I think so... See the Oasis catalog specification http://www.oasis-open.org/committees/download.php/14810/xml-catalogs.pdf
and also the wiki http://en.wikipedia.org/wiki/XML_Catalog
But I never tested on a platform other than Eclipse... may be there are some volunters to confirm or infirm this point.
