About the directives AuthUserFile and AuthGroupFile the manual says :

This statement is incorrect 
The path must be  RELATIVE to ServerRoot. EG :
AuthUserFile c:/apache/conf/htpasswd -----> DOES NOT WORK
AuthUserFile conf/htpasswd           -----> IS CORRECT
