[PR] fix(ui): move quota diagrams to new tab [texera]

   ### Purpose of the PR:
   This PR moves the diagrams under Quota to a new tab, so that all content is viewable on one page without it extending past the edge of the viewport.
   
   Closes #3777 
   
   ### Motivation: 
   The rest of Texera ensures all content is visible within the viewport, and it's desirable to maintain UI consistency. The diagrams being at the bottom of the Quota Table tab also caused some UI bugs, such as overflow of the parent div and the Git hash appearing in the middle of the page (refer to #3777)
   
   ### Summary of changes: 
   - Added new Diagrams tab under Quota page
   - Made scrolling within the diagrams tab, rather than the whole page
