[VOTE] New Community Provider: IBM Db2

Hi Airflow community,

Following the [DISCUSSION] thread [1], I'd like to call a vote on accepting
the **IBM Db2** provider into the Apache Airflow monorepo as an incubating
community provider, per the process in ACCEPTING_PROVIDERS.rst [2].

## Provider overview

IBM Db2 (https://www.ibm.com/products/db2) is IBM's enterprise-grade
relational database platform. The provider adds native Airflow integration
for running SQL workflows against IBM Db2 databases.

**Components:**

| Component | Class
                                       |
|------------------------------|---------------------------------------------------------------------------|
| Hook |
`airflow.providers.ibm.db2.hooks.db2.Db2Hook` |
| Connection type | `ibmdb2` (custom UI fields for host, port,
database, |
| | SSL, schema)
                         |
| SQLAlchemy |
`airflow.providers.ibm.db2.dialects.db2.Db2Dialect` |
| Dialect |
                                                 |

**Connection UI fields:** Host, Port, Database (schema), Username,
Password, Security Protocol (SSL/plain), SSL Certificate path,
Current Schema, Connection Timeout

**Dependencies:** `ibm-db>=3.2.0` (Apache 2.0 licensed),
`ibm-db-sa>=0.4.0`. Both are official IBM-maintained packages.
The hook integrates with `apache-airflow-providers-common-sql`
for generic SQL operations (run, get_records, get_pandas_df, etc.).

## Pull request

https://github.com/apache/airflow/pull/67532

The PR includes:
- Full RST documentation (connection guide, dialect guide)
- Unit tests for hook (14 tests) and dialect (8 tests)
- Example system test DAG
- `provider.yaml` with full connection field schema
- All provider CI checks passing (Non-DB, Compat, MyPy, docs build)

Hey Amit,
There is no need for a vote.
See the procedure explained in
