   #7373 introduced a bug where unpublished realtime segments were unqueryable when ordering on time using scan queries.  The SinkQuerySegmentWalker created a QueryRunner with a SpecificSegmentSpec...however, the implementation for time-ordering was written to only accept MultipleSpecificSegmentSpecs.  This PR updates the implementation to accept both MultipleSpecificSegmentSpecs and SpecificSegmentSpecs and adds corresponding tests.
