It fails due to an obscure pip error while installing pylint. Pip maintainers recommend upgrade to fix it. ubuntu:xenial does not have newer packages. ubuntu:focal does not have python2 natively. ubuntu:bionic is the middleground. We should upgrade to python3 and then ubuntu:focal in the future.

Tez github PR merge isn't functional yet @mustafaiman. Can you close this PR when you get a chance? I don't have the power to do that.
