I found, that the xml-resolver binary on maven central holds the necessary files and also the full release of xml-resolver 1.2. From my POV we were just the new kid on the block and wanted to get it right. So this is what I'll do:
 * fetch xml-resolver binary from maven central (ALv2 licensed)
 * fetch xml-resolver sources from maven central (ALv2 licensed)
 * build the patched version required by netbeans from the sources
 * merge the parts that are missing in the maven central source (don't know why the sources on maven central don't match the apache release...) from the xml-resolver binary into the new binary created by netbeans
 * package the patched binary

I think this can be closed then.
