Log:
Let shelving be disabled by default.

Set the env. var. 'SVN_EXPERIMENTAL_COMMANDS' to a value that includes
'shelf2' or 'shelf3' to enable shelving v2 or v3 respectively.
* subversion/svn/svn.c
  (sub_main): Default to no shelving if the var is not set.
