[I] CREATE DATABASE routes through the last registered catalog provider even if the catalog provider doesn't support it [sedona-db]

paleolimbot opened a new issue, #1407:
URL: https://github.com/apache/sedona-db/issues/1407

After registering a SedonaCatalogList, all CREATE DATABASE DDL statements route through the latest registered object; however, since many of those may not support the statement, there's no opportunity for fallback to the DataFusion memory default (or a previously registered provider that does support the statement).
