The mailing list thread that I linked in my previous comment ended with general agreement in the idea of tweaking our existing v2 API endpoints to be more "REST-ful", and while I got some feedback on the spreadsheet of specific changes, it seems like people are mostly OK with what's laid out there.  (Though I'd really love more review there if anyone's willing - there are definitely still warts that I'm not sure how to remove.)

With that in mind I'm going to create a number of subtasks here to cover the changes needed for each "group" of APIs.  Once these tickets are created, we can start moving ahead with the changes.
