This version of the patch will not change the state machine, instead it updates the ContaienrLauncherImpl to keep track of state for each container and do the right thing.  

This removes the need for ContainerRemoteLaunchEvent.equals which appears to have already been changed from its original implementation.  Originally it was used to remove all related events from the queue.
