[PR] chore(ci): update CI workflows rust-cache version and key [iggy]

BartoszCiesla opened a new pull request, #1608:

   Updated the Swatinem/rust-cache action to version 2.7.7 across
   all workflows. Modified cache keys in each workflow to be more
   descriptive and specific to the job, improving cache management
   and reducing potential cache conflicts.
   Removed redundant cache steps in release_cli.
