   Because we no longer want to depend on playerglobal.swc/airglobal.swc, we no longer have any SWCs to use in compiler tests.  And building typedefs SWCs requires the compiler.  If ExternC is broken out and built separately (and first), then it can build the typedef SWCs and we can use them in compiler tests.
