Is Apache HTTPD in use?

Is Tomcat installed via a package manager or by downloading from the
tomcat.apache.org site?

Where does the directory 'public_html' fit into the environment, where
is it located?

Unless you have inside knowledge about the OPs environment, that's poor
advice.

Did you ask this question recently?

Apache Tomcat != Apache HTTPD

The methods for deploying sites are very different.

Please provide the following information: what are the exact Tomcat, JVM
and OS versions you are using?
