Compile all JSPs upon Startup

You can precompile your JSPs using JasperC, there's no need for Tomcat itself 
knowing what needs to be (re-)compiled upon startup. You could also add a 
script to call JasperC to compile all JSPS in the relevant webapps upon 
starting Tomcat to achieve your desired behaviour.
