I'll go along with Andrew, the most expedient thing is to just not 
include mod_referrer, mod_user_agent, and mod_cookie with the binary 
build.  We can include them in the 1.1 binary build.  I don't think 
this'll cost us that much in terms of respect from binary users.  
mod_imap is there which is the most important one in my opinion.
