    Resolution: Won't Fix

The javadoc generation is done because of the release profile in the super pom.  As William suggested, you can turn off this release profile either in your pom or from the command line 
{{-DuseReleaseProfile=false}}

I think the plan is to change the super pom in the future so javadocs aren't automatically generated, but it might not be until maven 2.1.
