I've had this issue. For some unknown reason management node couldn't not communicate with VM hosts with the error above.
I adjusted ConnectTimeout setting in the ssh command, which vcld uses to communicate with all computers hosts.
Set it to ConnectTimeout=10 in the code and never had a single issue since then...
