[wsm]why jsr-181 specification jsr109 mapping does not conform to schema?

Hi all, I have got a question
 
why jsr-181 specification jsr109 mapping does not conform to j2ee1.4 schema?
 
for example, in spec 9.4.2 jaxrpc-mapping, there is mapping of Java_wsdl_mapping/service_endpoint_mapping, but in j2ee_jaxrpc_mapping_1_1.xsd element is  "service_endpoing_interface_mapping", maybe that because spec use older schema?
 
any answer would be appreciated, thanks in advance
