As discussed on #asfinfra: we'll patch the application, store the patch in SVN and document it.

phpbb documentation https://www.phpbb.com/kb/article/changing-user-options-defaults-and-values/ recommends editing the files too, even though I totally agree with jani that this is not best practice. I'll take care of this as time allows.
