   The details on how quickly a batch job can possibly start are complex and captured in some JIRA tickets related to that change (see commit message for JIRA ticket).  That was all reviewed in a prior PR, so I'd prefer not to revisit that every time.  Details are to be found in:
   - https://issues.apache.org/jira/browse/AIRFLOW-5218
   - https://github.com/apache/airflow/pull/5825
   
   
   If it should be configured, please open a new JIRA issue for that enhancement and propose how to handle/allow the configuration options.  My best guess is that it might be a callable, but I don't want to confuse the focus of this PR with that enhancement.
