wildcards not working for me in struts-config & tiles-def

Hi,
I'm using struts-tiles in ver 1.3.5. i get the dreaded :
Path ... does not start with a "/" character 

Here is what I am doing:
My struts-config is using wildcards like:
<action path="/dev/*/*" forward="dev.{1}.{2}" />

and my tiles-def is using wildcards like:
<definition name="dev.*.*" extends="dev.base">
    <put name="title" content="dev.{1}.{2}.title" />

They work fine independently, but not together.

Is this by design, a bug, or user error?
